There has not been an independent, comprehensive formal assessment of the National Guard and Reserves since World War II.

About 400,000 Guard and Reserve members were mobilized between the first Gulf War and the September 11 terrorist attacks; in the five years following 9/11, more than 550,000 were mobilized.

In the four years following the September 11 terrorist attacks nearly 39 percent of all servicemen and women who participated in the Selected Reserve were mobilized for missions such as Operation Noble Eagle, Enduring Freedom, and Iraqi Freedom.

The Selected Reserve currently stands at just over 826,500 service members. As of the end of October 2005, 382,424 National Guard and Reserve members had been mobilized to active duty. This means that well over 46 percent of those now serving in the Selected Reserve have been mobilized – a reflection of the increased operational tempo of the current mission and the highest mobilization rate since the Korean War.
